(1845-1937) Рут, ИлайхьюГосударственный и политический деятель, юрист, дипломат. В качестве военного министра [ Secretary of War] в 1899-1904 провел ряд реформ в армии, создал Военный колледж Сухопутных войск [ Army War College], реформировал Национальную гвардию [ National Guard], сыграл важную роль в принятии закона Форейкера [ Foraker Act] (1900) и составлении поправки Рузвельта [ Roosevelt Corollary] (1904). Как госсекретарь [ Secretary of State] в 1905-09 способствовал проведению более гибкого курса в отношении латиноамериканских стран. В 1910 возглавил Фонд Карнеги за международный мир [ Carnegie Endowment for International Peace], лауреат Нобелевской премии мира (1912). В 1909-15 сенатор от Республиканской партии [ Republican Party], сторонник У. Тафта [ Taft, William Howard], активно выступал за участие США в Международном суде [World Court] и Лиге Наций. В апреле 1917 посетил Россию по поручению президента Вильсона в безуспешной попытке поддержать Временное правительство А. Ф. Керенского.
